BOARD OF TRUSTEES

January 15, 2019

Call to Order: Supervisor Walter Ruhl called the meeting to order and led the Pledge of Allegiance at 7:30 p.m. in the Whiteford Township Offices.  Present were Donald Sahloff, Tim Hill, Angela Christensen, Bernice Heidelberg, Walter Ruhl, Alex Drescher, Township Attorney, and approximately 19 guests.

Approve Agenda: Motion to approve the agenda of January 15, 2019 made by Tim Hill, second by Donald Sahloff.  Motion passed 5-0.

Approve Minutes: Motion to approve the minutes of December 18, 2018 made by Bernice Heidelberg, second by Tim Hill.  Motion passed 5-0.  Motion to approve the minutes on the Workshop for Water I of January 11, 2019 made by Tim Hill, second by Angela Christensen.  Motion passed 5-0.

Treasurer’s Financial Report: Motion to approve the January 15, 2019 Treasurer’s Financial Report as presented made by Donald Sahloff, second by Bernice Heidelberg.  Motion passed 5-0.

Check Registers: Motion to approve the January 15, 2019 General Government check register with disbursements totaling $80,274.89 made by Donald Sahloff, second by Tim Hill.  Motion passed 5-0.  Motion to approve the January 15, 2019 Sewer I & II Operations check register with disbursements totaling $13,43.65 made by Bernice Heidelberg, second by Tim Hill.  Motion passed 5-0.

Check Registers for Water IA and IB: Motion to approve the Water IA and IB check registers for December 2018 and January 2019 as presented made by Tim Hill, second by Donald Sahloff.  Motion passed 5-0.

Rezoning Request for Stone Company: Discussion was held on request by Stone Company, Jeffs Road, Ottawa Lake, Michigan 49267 regarding parcel #5815-026-018-00.  Applicant is requesting zoning change from AG, Agricultural to EX, Extractive Use for the purpose of quarrying stone.  Motion to approve zoning request made by Tim Hill, second by Donald Sahloff.   Roll call vote:  Donald Sahloff, yes, Tim Hill, yes, Bernice Heidelberg, yes, Angela Christensen, yes, Walter Ruhl, yes.  Motion passed 5-0.

SAW Grant Invoice: Motion to approve payment of Invoice #13207 from David Arthur Consultants in the amount of $2,366.00 with SAW Grant funds made by Donald Sahloff, second by Bernice Heidelberg.  Motion passed 5-0.

DR-Sink Creek Drain: Motion to approve prepayment of assessment for the DR-Sink Creek Drain in the amount of $6,745.10 made by Bernice Heidelberg, second by Angela Christensen.  Motion passed 5-0.

SEMCOG Dues: Motion to approve payment of 2019 Membership Dues for SEMCOG in the amount of $385.00 made by Tim Hill, second by Donald Sahloff.  Motion passed 5-0.

MTA Conference: Motion to approve sending township board members and deputies to the MTA Conference April 1 – 4, 2019 in Grand Rapids, Michigan covering costs of training and hotel made by Bernice Heidelberg, second by Angela Christensen.  Motion passed 5-0.

Road Report: Road Advisor, Bob Schnipke, reported the Goetz Road/Rauch Road Bond will be paid off in January 2020.

Park Report: Motion to approve spending up to $10,000 to grade and establish two new softball diamonds made by Donald Sahloff, second by Bernice Heidelberg.  Motion passed 5-0.  Walter Ruhl presented the new donor sign for the park.  Justin Billau and Nick Puhl with Whiteford Recreation reported on their program and gave suggestions on needs for the park.

Water Report: Walter Ruhl informed the board on January 14 we received our permit to Supply Water to the Public!  Donald Sahloff reported he has invited TMACOG to meet and tour our water plant next year.

Fire Report: Whiteford Center Fire Chief Adam Pickard and Ottawa Lake Fire Chief Brad Beck presented information on additional costs for the new radios that are not covered by the county.  Motion to approve $13,000 to cover radio Mic Fees and Reprogramming Kits for both Whiteford Center and Ottawa Lake Fire Departments to be paid from Fire Millage monies made by Bernice Heidelberg, second by Tim Hill.  Motion passed 5-0.

Open Discussion: A resident living on Adler Road has requested the Township enter into an agreement for Whiteford residents to hook up to Bedford water along Adler Road.  The board suggested Walter Ruhl pursue this issue for information.

Township Generators: Walter Ruhl informed the board on the need to acquire a maintenance contract for all township-owned generators.  He will supply quotes for monthly maintenance on the generators at the next meeting.

Additional Items To Come Before The Board: The board addressed resident’s inquiries about marijuana dispensaries in the township, tapping into water, and acreage for owning horses.  A resident also thanked the board for getting the abandoned cars and boat removed from lot at Sterns Road and US 23.

Adjourn: Meeting adjourned at 8:41 p.m. after completion of the agenda.
